Welcome
Arizona District 2 Little League, in partnership with Avondale, Goodyear, and Litchfield Park Little Leagues would like to
welcome you to the Arizona Little League Junior Baseball State Championship tournament. Each team has played at their
best to reach this pinnacle and one skilled team will be crowned the champions of all of Arizona.

Tournament Format
The tournament is a standard double-elimination tournament.
Dates
Tournament play will take place from July 8
th
till July 14
th
. As always, weather can play a factor in scheduling and, as a
result, play may continue past the end dates.

Lodging
There are several hotels located near both fields that have good room rates during this time of the year. There have been
no blocks set up at this time.
Scorekeeping
Results of all games will be reported daily through the District 2 website: www.azdistrict2ll.com.
Team Registration
Each district will forward its champion team’s information to the respective state organizer.
Each team’s manager must be at the park at least 60 minutes before their first game to check in and have their affidavits
checked. Affidavits, proofs of residency, and medical releases will be checked at this time. If any team has an incomplete
package, the West Region must be consulted to determine if that team is allowed to play, so please make sure your
package is complete before you travel.
Tournament Rules
2024 Tournament Rules and Guidelines for Little League Baseball and Softball will be strictly adhered to. These rules can
be found in the T” section of the 2024 Rule Book and a copy will be available at each field for use during the
tournament.
Tournament Ground Rules and the Arizona State District Administrators Association Code of Conduct will be enforced at
the tournament. Please see the attached documents.

Equipment
Each team is required to furnish its own equipment. Prior to each game, the umpire crew will inspect all equipment.
Any illegal or broken equipment will be removed from the dugout.
Batting helmets that are painted or have decals or stickers that do not meet the manufacturers specifications will be
removed. Certification letters will be required for any modifications to helmets by the manufacturer.

Tournament Ground Rules
1. All fields are considered neutral.
2. All games will begin at their scheduled times. Any variations to the scheduled times must be approved by the
Tournament Director.
3. Teams must have a representative available 60 minutes prior to the scheduled start time of the game to conduct the
coin toss. The team traveling the farthest to the field will call the coin toss. The winner of the coin toss will have
the choice of playing as a home team or visiting team.
4. The home team will occupy the third base dugout.
5. Per Request of our host fields, there will not be any pregame infield practice taken on the dirt, teams will be able
to use the outfield areas, but will need to stay off the dirt and infield areas during pregame..
6. All players must be in uniform prior to the start of the game. Shirts must be tucked in, and athletic supporters must
be worn. All equipment will be checked for compliance by the umpire crew prior to the game. Illegal or broken
equipment will be removed from the dugout with no exceptions.
7. All adult team personnel must be listed on the team’s affidavit and must carry photo identification with them at all
times.
8. A pre-game conference will be held at home plate 10 minutes prior to the scheduled start time. Managers will
provide completed lineup cards to the home plate umpire and scorekeeper at this time. Each players first and last
name and jersey number must be clearly written on the lineup card. Any ineligible pitchers must be identified.
9. At no time will an adult be allowed to warm up a player.
10. If pregame practice includes a bat, all players in the immediate vicinity must wear a batting helmet.
11. Only players and coaches listed on the team’s affidavit will be allowed on the field or in the dugout. Any other
person entering the field at any time must have permission from the Tournament Director or the home plate
umpire.
12. NO flash photography.
13. NO use of any noisemaker that is considered a nuisance by any player, manager, coach, or official. Including but not
limited to: Boom Boxes for Musie/walkup music, spinning ratchet instrument, horns, thundersticks,etc
14. No electronic devices, other than those approved prior to the game by the Tournament Director, shall be utilized
within the dugout during the game. Any person caught utilizing electronic devices, for whatever reason, during the
game will be ejected. Exemptions will be made for operating Gamechanger or similar apps.
15. Team scorekeeping must be done in the dugout. No communication is permitted between dugout personnel and
spectators.
16. Only the team’s manager is permitted out of the dugout to discuss rules interpretations. In a civil manner, the
manager must address the specific umpire who made the call. Umpires will not address judgment calls. Violation
of this rule may be cause for ejection.
17. Any violation of the Arizona State District Administrators Association Code of Conduct by any manager, coach,
player or spectator will be grounds for ejection.

18. Any ball leaving the playing field (i.e. foul balls, homeruns) must be returned to the playing field. They are the sole
property of the tournament host.
Arizona State District Administrators Code of Conduct
The Arizona State District Administrators Association has adopted a policy of Zero Tolerance for inappropriate behavior
by spectators, managers, coaches and players at all Arizona Little League Tournament games.
The following will apply:
1. Negative comments by managers, coaches, players, umpires, staff, or other tournament personnel directed at
managers, coaches, players, umpires, staff, or other tournament personnel may result in the immediate removal of
the offending person.
2. If the offending person is a spectator, s/he may be barred from returning to any Arizona Tournament games hosted
by the district for the remainder of the Tournament Season. If the offender refuses to leave, the game may be
SUSPENDED until the offending party leaves the facility. Local law enforcement officials may be called to effect the
removal and possible charges may be filed.
3. Any physical altercations with spectators, managers, coaches, players, umpires, staff, or other tournament
personnel will result in the offending persons being removed from the ball fields and charges being filed. Offending
persons will not be permitted to return to any Arizona Tournament Site hosted with the District for the remainder of
the Tournament Season.
4. Players, managers, and coaches are not permitted to communicate during the course of the game to those outside
the dugout. Spectators communicating with players, managers, or coaches during the game will be asked to leave
the ballpark and that player, manager or coach may be subject to immediate removal from the game.
Any player, manager or coach that uses profanity directed at an Arizona Little League tournament umpire will
immediately be ejected from the game.
It is not the intent of this Code of Conduct to deter a manager or coach from successfully directing his/her team nor is it
the intent to keep spectators from positively cheering their team on. Our intent is to define our expectations for
behavior while attending Arizona Little League Tournament games.
We must remember we are adult role models for our kids, especially at these games. Therefore, be assured that we
intend to enforce this code and to provide a positive experience for the players, managers, coaches and spectators and to
enjoy our young people playing a game of baseball or softball.
We request that this Code of Conduct be distributed to all leagues, teams, managers, coaches and parents of any
tournament-bound team. Their participation in Arizona Little League tournament games will be deemed as acceptance
of this Code.
